To hear that Fi is as annoying as Navi or is a failed replica of Midna is a very bad and misjudged way to view her. Fi is not a bad companion, in fact if anything she's the exact opposite, in my opinion. Fi had an awesome theme, possibly one of the most versatile companions gameplay wise, and contained plenty of witty and humerous quotes and quips.
Fi wasn't designed to be a Midna wannabe, and I'm pretty sure Nintendo knows that possibly nothing can take her place. To say that she had a critically underdeveloped chracter and I can see your postion on that, but I think the developers wanted an independent, player made
